1.1. The Contractor, the owner of the service (details are shown on the transfer receipt), offers any person (the User) to enter into an agreement on the terms set out below. This is a public offer within the meaning of Article 395 of the Civil Code of the Republic of Kazakhstan.
1.2. Acceptance of the offer means pressing the « I accept» button in the Telegram bot and/or paying for a subscription. The agreement is deemed concluded from the moment of acceptance.
2.1. The Contractor provides access to a Telegram bot which, according to the User's settings, sends notifications about procurements published on open electronic platforms of the Republic of Kazakhstan.
2.2. The service is informational: it is not an electronic platform, an official source of procurement information or a procurement participant. The full and current terms of a procurement are available on the platform's website via the link in the notification.
2.3. The Contractor does not guarantee the completeness or timeliness of notifications: platforms may change their websites, become unavailable or restrict access.
2.4. The bot allows the User to submit a request for additional services (tender review, bid preparation, bank guarantee, registration on platforms). A request creates no obligation: the price, timing and performer are agreed with the User separately before any work begins.
3.1. After setting up the first filter, the User receives free access for 3 days. The trial period is granted once.
3.2. For subscribing to the Contractor's public Telegram channel with tenders, the User receives, on a one-time basis, an additional 4 days of free access.
3.3. Referral programme: if a person who entered the bot via the User's personal link pays for a subscription for the first time, the User and the invited person each receive 7 days of access. The bonus is credited once for each invited person; inviting oneself, including through other accounts, is not allowed, and the Contractor is entitled to cancel such bonuses.
4.1. Tariffs:
• Starter — 1 month — 4 990 ₸
• Standard — 3 months — 11 990 ₸
• Pro — 6 months — 20 990 ₸
• Guru — 12 months — 29 990 ₸
• Team — up to 3 people · 1 month — 9 990 ₸
• Team — up to 3 people · 3 months — 23 990 ₸
• Team — up to 3 people · 6 months — 41 990 ₸
• Team — up to 3 people · 12 months — 59 990 ₸
4.2. Payment is made by bank transfer to the details shown in the bot (the « Plan» section). In the transfer message the User indicates their payment code.
4.3. The subscription is extended after the Contractor confirms receipt of the funds. The new term runs from the expiry date of the current subscription or, if it has already expired, from the date of confirmation.
4.4. The Contractor is entitled to change the tariffs. New prices do not affect periods already paid for.
4.5. A User who entered the bot via the button in the Contractor's public Telegram channel receives a 20 % discount on the first payment (the price is rounded down to the nearest 10 ₸). The discount cannot be combined with other offers and applies until the Contractor withdraws it.
4.6. Team tariff: the User (the owner) pays for access for themselves and for up to two more people, whom they invite via the link in the « Plan» → « My team» section. Each member has their own settings and notifications; the access term is shared and lasts until the owner's subscription expires. The owner may remove a member; a member's own paid term is preserved upon leaving the team.
5.1. The User undertakes not to use the bot to send spam, not to interfere with its operation and not to transfer access to third parties.
5.2. The Contractor is entitled to suspend access in the event of a breach of the terms of the offer, notifying the User in the bot.
5.3. The Contractor is entitled to carry out maintenance work, during which notifications may be delayed.
6.1. The User makes decisions on participation in procurements independently. The Contractor is not liable for losses related to the use or non-use of information from notifications.
6.2. The Contractor is not liable for the operation of the platforms, Telegram or banks.
6.3. In any event, the Contractor's liability is limited to the amount paid by the User for the current subscription period.
7.1. If the service was unavailable through the Contractor's fault for more than 3 consecutive days, the User is entitled to demand an extension of the subscription by that period or a refund for the unused days.
7.2. Refund requests are submitted to support (@azatmss). Refunds are made by the same method as the payment, within 10 business days.
8.1. The Parties are released from liability for failure to perform obligations caused by force majeure circumstances: natural disasters, military operations, decisions of state authorities, large-scale failures of communication networks, power supply, Telegram or the platforms.
8.2. For the duration of such circumstances, the time limits for performing obligations are extended. The Party affected by them shall notify the other Party thereof within a reasonable time.
9.1. Claims are sent to support (@azatmss). The response time is 10 business days.
9.2. Disputes are resolved through negotiations and, failing agreement, in court under the legislation of the Republic of Kazakhstan.
10.1. The agreement remains in force until the end of the paid period and is extended by payment for the next period.
10.2. The User is entitled at any time to stop using the bot and delete their data. In that case the paid period is not refunded, except in the cases set out in Section 7.
10.3. The Contractor is entitled to amend the offer. The new edition is published in the bot; by continuing to use the bot, the User agrees to it.
