Domestic producers in public procurement: the KTP register
Author — Azat Masaurov. Checked against the law on 19.10.2026.
In short
Since 2026, a single extract from the Register of Kazakhstani Commodity Producers (KTP) confirms domestic producer status in Kazakhstan's public procurement; the ST-KZ certificate of origin is no longer used for this. Registered companies get a 3 % conditional discount in open tenders, provide no performance security and are paid faster. Some purchases are open only to them. Applying is online and free.
What changed: from ST-KZ to the register
Previously, the origin of goods was confirmed by an ST-KZ certificate of origin or an industrial certificate. The Ministry of Industry and Construction explains that certificates issued earlier remained valid until 1 January 2026; that was a transition period. Now the only supporting document is an extract from the KTP register.
The register is maintained by the Ministry of Industry and Construction. The legal basis is the Law "On Industrial Policy" and the Rules for maintaining the register (Minister's Order No. 327 of 27 August 2025). The register itself is an e-government information system, and its website is e-ondiris.gov.kz.
The Law "On Public Procurement" No. 106-VIII does not define a separate concept of a "domestic producer". It names support for Kazakhstani producers as one of the principles of procurement (Article 5). In addition, the Government may set exemptions from national treatment for up to two years (Article 9). The specific advantages are set out in the Public Procurement Rules (Order of the Ministry of Finance No. 687 of 9 October 2024), and all of them depend on the supplier being on the KTP register.
Who can be listed
The application is filed by a resident of Kazakhstan: a legal entity or an individual entrepreneur. Only residents get on the register, so a foreign manufacturer needs a Kazakh company with production in the country.
The goods must be wholly produced in Kazakhstan or undergo minimum manufacturing and technological operations. The list of these operations is approved by Order of the Ministry of Industry and Construction No. 392 of 25 September 2025.
For each product, the in-country value share (ICV) is calculated: 100 % minus the share of foreign materials in the production cost. The cost is taken excluding VAT and profit.
The key condition is real production. The system checks the application against "digital footprints": production sites, equipment, permits, electronic invoices and customs data.
What advantages the Public Procurement Rules give
Under the current version of Rules No. 687, a supplier on the KTP register is entitled to the following.
Purchases among producers only. If the Government has set exemptions from national treatment for certain goods, works or services, they are purchased only from companies on the KTP register. The exceptions are transport and agricultural machinery dealers and the register of trusted software (para. 23). If no bids are submitted for such a purchase, it is held among all suppliers.
3 % conditional discount in open tenders. The portal applies it automatically if the first 6 digits of the code of the goods being purchased match the KP VED code (classification of products by economic activity) in the extract (paras. 217 and 271-1). The discount lowers the conditional price, which the portal uses to compare participants and determine the winner (para. 273).
No security. A supplier on the register does not provide performance security or advance payment security (paras. 537–539).
Fast payment. Full payment for delivered goods is made no later than 10 working days after the obligations are fulfilled. The usual period is up to 30 calendar days (para. 567).
Delivery time. Under a contract with a registered supplier, the minimum delivery period is 60 calendar days (para. 569).
Advance. For goods subject to exemptions from national treatment, the customer specifies a 30 % advance in the procurement plan (para. 24). The standard goods supply contract provides a registered supplier with an advance of 50 % of the contract amount for the current year, paid within 10 calendar days (Annex 38).
Penalty under the same standard contract is capped at 3 % of the contract amount. Goods may not be replaced with foreign ones during performance (Annex 38).
E-shop. For goods subject to exemptions, an order can be placed if there is at least one price offer from a registered supplier (para. 434).
How to get on the register: step by step
Log in to your personal account at e-ondiris.gov.kz with your digital signature (EDS).
Give three consents: to the processing of personal data, to access to your site for assessment, and to video surveillance with remote access.
Fill in the application: site address, product codes (TN VED — the EAEU foreign trade commodity nomenclature, KP VED, ENS TRU — the unified nomenclature of goods, works and services, and AGSK-3 for construction materials), and the ICV calculation for each product. Attach a video of production and information on equipment and premises, plus permits and conformity assessment documents if they are required.
Digital verification takes up to 3 working days.
A sectoral commission assesses production within up to 10 working days. If documents are missing, it visits the site. The clock stops during this time.
The authorized body makes a decision within 2 working days after the commission's protocol.
Once included, download the extract from your personal account. It is attached to bids and contracts.
Applying and being on the register are free. The ministry has separately warned that intermediaries are not authorized to assist with inclusion in the register. After inclusion, monitoring follows. If inconsistencies are found and you do not fix them, the company is removed from the register. You can apply again.
Where to check
Your own company or a counterparty: at e-ondiris.gov.kz, search by name or BIN (business identification number).
The public procurement portal applies the conditional discount itself, and for purchases with exemptions it checks register status against Ministry of Industry and Construction data (paras. 23 and 271-1). Before bidding, check that the KP VED codes in your extract match the codes of the goods you are bidding for.
Small business and the quasi-public sector
Purchases from small and medium-sized enterprises follow a list of goods, works and services, a procedure and volumes approved by the authorized body (Article 27, paragraph 7 of the Law).
Purchases by national holding companies and their subsidiaries, including the Samruk-Kazyna group, are not governed by the public procurement law (Article 1, subparagraph 6). They have their own rules, and the conditions for domestic producers there need to be checked separately.
How not to miss relevant tenders
The register's advantages only work if you see the purchase in time. The Telegram bot @parsertenderkz_bot collects tenders from 29 platforms and sends the relevant ones right after publication, filtered by sector, region and amount. The bot has an English interface. The first days are free: t.me/parsertenderkz_bot?start=ad_siteen
