Kazakhstan unscrupulous suppliers register: who gets listed

Author — Azat Masaurov. Checked against the law on 19.10.2026.

In short

A supplier goes on the register of unscrupulous participants in public procurement for false information, evading a contract, or failing to perform a contract or performing it improperly. The listing lasts 24 months. During that time, neither the company nor firms its director or founder also runs or co-owns can bid in public procurement. Check any company free on goszakup.gov.kz by BIN/IIN (business/individual identification number).

Grounds for listing

The list is closed. It is set out in para. 4 of Art. 8 of Law No. 106-VIII "On Public Procurement":

  1. False information. This means information on qualification requirements or documents that affect the price. The fact can be established by the authorized body or state audit bodies at any stage of the procurement (Art. 14).
  2. Evading the conclusion of a contract. The winner did not sign the contract within the deadline set by the Public Procurement Rules. Or signed it but did not pay the performance security and/or the anti-dumping amount (para. 5 of Art. 17).
  3. Non-performance of the contract.
  4. Improper performance of the contract. There is an exception here: the customer does not go to court if the supplier has paid the penalty, performed the contract and caused no damage.

The participant in second place and suppliers under single-source contracts are not listed (para. 21 of the Register Rules). Nor are suppliers in a number of single-source procurement cases, for example purchases from natural monopolies (para. 11 of Art. 8).

According to the portal's statistics, more than half of the entries are for non-performance or improper performance of a contract. About 17 % more are for evading a contract.

Who adds a supplier to the register

The procedure depends on the ground.

For how long

24 months (para. 7 of Art. 8). The term runs from the day the court decision enters into force, or, for evading a contract, from the day of the authorized body's decision. The entry is removed automatically no later than one working day after the term ends.

What is prohibited and who it applies to

While a company is on the register, it cannot take part in public procurement (subpara. 7 of para. 1 of Art. 7). The ban is wider than it seems:

A new LLP (limited liability partnership) with the same director or founder will not get around the ban. The same restrictions apply if the supplier is on the register of unscrupulous participants in quasi-public sector procurement or on the list of unreliable suppliers of the Samruk-Kazyna Sovereign Wealth Fund (para. 2 of Art. 7).

How to check yourself and a counterparty

The register is free and open to everyone (para. 10 of Art. 8).

  1. Open goszakup.gov.kz/ru/registry/rnu. In the portal menu, it is "Registers" ("Реестры") → "Register of unscrupulous public procurement participants" ("Реестр недобросовестных участников ГЗ").
  2. Enter the BIN/IIN or the name. There are separate fields for the founder's BIN/IIN ("БИН, ИИН учредителя"), the ground, and the dates of inclusion and removal.
  3. Check the quasi-public sector register separately: goszakup.gov.kz/ru/registry/rnu_quasi.

Check not only yourself but also your subcontractors and consortium partners, as well as companies where your director or founder is involved in another business.

How to get off the register early

There are three grounds for removal (para. 8 of Art. 8): the term has expired, a court has overturned the decision recognizing the supplier as unscrupulous, or the authorized body has removed the entry following the conciliation commission.

The decision to list a supplier can be appealed under the legislation of the Republic of Kazakhstan (para. 9 of Art. 8). The 10-day deadline for the petition is short, so it is best to bring in a lawyer right away.

How to stay off the register

The Samruk-Kazyna list is a different list

The Samruk-Kazyna Sovereign Wealth Fund keeps its own list of unreliable potential suppliers. It is maintained under the Fund's procurement rules on the zakup.sk.kz portal, not under the public procurement law. But the law links them: a company on this list is also barred from public procurement (para. 2 of Art. 7). So it is worth checking both lists.
